Fred Kaustinen is Founder and Principal at Governedge Inc.
He has assisted dozens of police boards and commissions across Canada over the past 20 years, and loves doing it!
Fred is a lifelong learner and athlete, and a decorated army veteran.
He is a graduate of Royal Roads’ MBA program and the Institute of Corporate Directors’ Education Program, and a recipient of the Canadian Association of Police Governance’s Award of Excellence in Police Governance, 2024.

Carol Kaustinen is a Senior Consultant at Governedge Inc. With over 20 years experience as a professional municipal clerk, Carol has supported multiple boards and decision bodies, including the Regina Board of Police Commissioners for 12 years.
She has also assisted the Canadian Association of Police Governance with administration and training on multiple occasions.
Carol is a graduate of University of Regina’s MBA program, and is passionate about good governance and helping people succeed.
